The Old Woodcarver serves as the keeper of the inductee list. Together with Santa, he judges the hearts of men who seek membership in this most distinguished club.
The list of inductees is kept by the Old Woodcarver, and membership is granted by Santa himself. If your heart is true, you may already be on the list.
